Project C - Multi-level decision making processes, expertise and sustainable urban regeneration

Package Overview

This work package examined the processes by which brownfield and contaminated sites are defined and identified and their associated risks and opportunities assessed and communicated. Conceptualisations of brownfield redevelopment processes are often seen as instrumental in that development schemes exist and are justified because they achieve specified outcomes: the sustainable re-use or redevelopment brownfield land. There are growing pressures to refine the expert systems and technical-scientific analyses involved in brownfield development and to accommodate a broader set of lay knowledge into decision-making to make projects more sustainable and relevant to local needs. Theoretically, this project was informed by the concept of multi-level governance. It conducted research at various institutional levels (national, regional, local and site level) to explore how actors and organisations between and within various institutional levels interpret, contest, negotiate, and implement the development and remediation process. In particular, this project was concerned with understanding how the concepts of sustainable development and risk are incorporated into the policy agendas and preferences of actors within this process.
